La préparation d'un attentat contre un chef d'Etat étranger consiste en tout complot contre la vie ou la personne d'un chef d'Etat étranger, qui est suivi de tout comportement adopté, délibérément, pour en préparer l'exécution.
Cette infraction est punie d'une peine de niveau 3.
